Is there a "consumer right" to an owners manual (US)?

Odd question, but is there an actual right as a consumer to receive an owners manual (computer). Is there any link that proves this (such as a BBB link or something)?

If there is, does the law or rule stipulate in which manner the manual must be delivered (is online/downloadable "legal")
