it called and what are the causes I do not mean problem with gas exchanges within the lungs.
I mean problem with gas exchanges between the body cells and the capillaries, where there is a barrier prevent the gas exchanges and does not allow the oxygen to get inside the cells even if the blood hemoglobin oxygenated 100%
