Just that. Is there any way to call a cellphone on land from a ship at sea? Not necessarily from a cell phone, but using any means?

sure if the ship has a tower. but i wouldn't recommend in some places calling is very expensive.

Yes, you can have a mast with antenna on the ship for a cellphone, or buy a sat-phone which uses satellite networks above the earth to send signals to land receivers back on earth. Both options can become quite expensive quite quickly, especially if you have a prepay satellite phone.
