Is there a way to get a website gadget that updates regularly/website on desktop?

On Mac OS, you're allowed to select an area of a webpage and turn it into a widget/gadget that updates every few seconds/every minute. Is there a way to do this on a windows PC? I wanna be able to see a certain part of a webpage on my desktop when i turn it on and when i don't have windows open. I would really appreciate the help in regards to this question. I will best answer ASAP if you find the answer to this question. THANKS.
 
Currently there is nothing on the Gadgets market that does that, so if you were interested, and had the ability, to make one I'm sure it would be a great project and experiment. It would just be a simple bit oh PHP (maybe some page scraping, at most) and then you'd be set.
