Is there a way to reprogram an unlocked razr V3 phone so that the internet works?

I recently bought an unlocked razr phone on ebay. I'm using at&t's prepaid plan which uses a sim card. Everything works on the phone with the exception of the internet. Is there a way to program the phone so that it does work? I would love to be able to use the internet.
