is there any parental control which can block the chat in my computer?

i mean i need a parental control which can block all the chatting softwares like yahoo messenger,windows live messenger and all the chatting sites.........................but if any time i want to chat then i can give password and then chat.........is there anything like this?
 
Yeah, but you will need third party software, such as Norton Security Suite, or something. Windows Operating System will not do the trick for you alone.
