Is this a healthy relationship or are we moving too fast?

Ok well I'm 16 and i just got out of a two year relationship with an 18 y/o (chris) that had been chaotic to say the least. Now I've met this amazing guy who is 18 (blake) that i'm dating now we've been dating for only 10 days I've only ever met him twice and honestly he takes my breath away every time i see him its such a natural bond between us we have so much in common but, one of those things is that we've both been hurt a lot in the past. He is in trouble with the law right now because his ex (14) got him to run away with her and now he realizes it was stupid and he would never do it again but we've started saying I love you already and i just don't know if he means it 'cause I know i do because i fall hard and quick when I fall in love but I don't know if he's the same way. He calls me his beautiful Queen and all of that stuff and we don't ever talk about sex or anything because HE wants to wait we have kissed and when we did it was like the fourth of July i swear but, is it too soon for love?
