Is this behavior normal?

My husband and I have two schnauzers neither of them have been fixed, the male is 5 years old and the female is 4 years old. So far the female has flat out refused to allow the male to mate with her, despite the fact we want them to have puppies, on the other hand the female likes to hump the male as if she IS a male. Is this behavior normal?
