Is this how you get slim legs ?!?

currently , my legs aren't huge but not tiny
medium you could say I guess, lol.
I have quite a bit of muscle
when I stand up , or when I flex them, my legs ( calves mostly ) are really hard, but than if i`m sitting and I feel my legs , I feel some fat but it's kind of ... like hard fat. it still moves, lol, but it's not like .. all .. jiggly ( idk how to explain )
my friend tells me this how you just get a smaller copy of your legs:
dont do any excercises yet , just eat properly and cut out junk food so your body/legs will get smaller without adding muscle ,than to tone up the fat , do lunges or whatever.
will this work ?
if not , does anybody know how I can get smaller legs ?
NOT more toned ones
