it wont let me download apps on my unactivated iphone 3g?

I recently purchased my friends old Iphone 3g. It still has all of his media, apps, pictures on it. I installed the new OS on it. and Reset it and I go to the app store and a select an app to download, it asks for my itunes account. I enter my info, and it says "cannot connect to itunes store" and yes it is connected to my wireless home network
 
You need to get the phone activated to do anything with it, besides turn it on, and make emergency calls.
