Laptop help, Dell, Acer or Packard Bell?

Okay, so I'm getting a laptop this week. I have up to £400 to spend (no more, obviously less would be brilliant!).
My reason for getting a laptop is to be more portable with it, however I do NOT want a notebook/netbook, as I will be using it a lot at home.
I have recently been looking at this particular model

looked pretty good too - I know its slightly out of my price range, but when I saw it, I found it for £399.
However, when going into PC World, they said it would be better to have higher processor speed than RAM.
Therefore that is my first question: Higher RAM or Processor Speed?

My second question: Which out of the two laptops do you think would be more suitable to me - I'm a year 10 student, and it has to last me atleast till I've finished 6th form. Mainly it will be used for internet, schoolwork and the like, but ocassionally Sims 2. Do you think it would be able to run Sims 2 okay? And maybe Sims 3?

If you have any suggestions for any other laptops I would be glad to hear them as long as they are in my price range. x
Please can you extend your answers guysss :) . And why shouldn't I go for the Packard-Bell ?

I used to have an acer and it worked great before I dropped it in the rain on my way home lol.
 
I am typing on an Acer at the moment and I have never complained once about it. I love Dell and I hate Packard Bell. But on a budget Acer is probably the way to go.

And to answer the more details, the Packard Bell is going to throw you parts that sound good but have shitty bus speeds and terrible quality control. The Acer still has good quality control and so does the Dell. The parts are still assymbled in the USA sometimes (not all the time) and it is a little more solid. I just never have liked them because I see them come in the shop all the time and I despise working on them because I know part replacement will be a biatch and the quality wasn't good to begin with. It's just like Toshiba, for some reason I can't stand those either.
