water gushing out of drain pipes,? yard is soaked.The coupling between the drain pipe and the link going into the ground is where the water is coming out.I think underground pipe that drains into street might be clog.Do I need to replace the underground drainage system?How much on average would that cost?
 
Before you do anything, have your city/county public works people check the line from their end. If it's a problem with their part of the line then they will be responsible for the repairs. If it's not on their end then call a plumbing service and have them run a camera through the lines. This will diagnose any leaks, clogs, or breaks before you go digging big holes...especially the one in your pocket.
