Late 80s/Early 90s Movie, looking for title?

So there is a movie that came out during the 80s, maybe early 90s. It's a lot like the Neverending Story but it isn't that movie.

I can't remember much from it but what I do remember is that it's got like a wicked queen lady that keeps people's heads. She has a ton of them in a room and can switch out her head for other people's heads. Additionally, the main characters can be turned to stone by her. One of the characters is a gold robot (the movie is not Star Wars).
