Lexus SC 430 Fog Light Problem?

BOTH fog lights on my 2002 lexus SC are not working. I have checked the fuses (#13) and also played with the fog light switch 100 times, with high beam, low beam etc etc. Can some one advice what else I can check before I go the lexus dealer and get ripped? Thanks for your help
 
Have you actually checked the globes? They do wear out!
Or maybe they have been programmed so that they don't go on with the headlights, making sure you don't break the law.
