LG Keybo2 (Telus) Question?

Okay so Im planning on getting an LG Keybo2 from Telus. My parents will only get me a prepaid phone (I know..) so is the keybo a prepaid phone? I looked at the Telus and it said WITHOUT contract, the price is $279. So does that mean if I get the phone for 279, I can turn it into a prepaid phone?
 
It is not sold as a Pay&Talk phone but if you buy it at the non-contract price then you can activate it on prepaid.
