LG Vu dropped in water, no longer accepting calls/texts; "service unavailable"?

LG Vu dropped in water, no longer accepting calls/texts; "service unavailable"?

My boyfriend's brother had a Vu. He dropped it in water, let it dry, and then turned it on. Screen works, but the service does not.

Calls turn a screen "service unavailable," texts don't work at all.
Any ideas?
