Mac charger - Is it burnt?

Okay, so my best friend's mac charger is sort of burnt. Not in the literal sense but in the sense that it got too hot and stopped working. Does Apple have a warranty on this? Can she get it replaced or does she have to buy a new one? Is there any way to fix this? Is this a common thing? Help! Thank you!
