Microsoft Office 2007 wont install?

I need to download notes for some of my classes. Every time I try windows installer pops up and I get this message,

"Error 25004. config.Xml not specified. A valid config xml file must be authored when deploying '(null)'"

What does this mean and what can I do to fix this?
