Microsoft Visual Basic programs onto an LG rumor?

my buddy put programs he made using visual basic(not C++ just the general VB) onto his touchscreen phone but it wasnt the iPhone. He put the programs onto an sd card and put it onto his phoe...

I was wondering if u could do the same thing with an LG Rumor?
