Minors traveling alone to Canada requirements?

He needs a passport as well. And you must have the written permission notarized. Just a written slip isn't enough.
 
Okay, I'm 17 and my cousin is 15 and we want to go to see family in Victoria, BC tomorrow. we'll be on foot crossing from Port Angeles, WA on the 8:15 ferry.
I have my passport, his birth certificate, but he doesn't have any photo I.D.
(we also have written permission from our parents)
So is there any way we can get in? what documents will we need for him?
