I don't think that's possible, but you can get Skype for your laptop or a bluetooth headset for your cell phone if it has bluetooth.
 
Hi, I have a mobile phone which I connect into my laptop's USB port to charge it up as I work from home and spend most of the day on the phone. Is it possible to connect a headset into my laptop's other USB port and get some software or something similar to enable me to make and receive calls through this headset?
