Moisturizer Newbie...?

I've never used moisturizer before and I'm looking for something because my face is really dry lately around my forehead and near my nose on the cheeks.. I live in Florida and am having this problem, but I'm about to move to dry New Mexico so I'm worried...

Anyway my question is this: Is my face SUPPOSED to burn after applying the moisturizer product? I assumed I was allergic to Neutrogena because I experienced a burning sensation and some bumps raised on the surface of my skin... is that an allergic reaction? So I tried L'Oreal (for sensitive skin), but the same thing happened only with less bumps.. mostly just the burning...

I would prefer something organic but I can't find anything like that in the stores, and it also has to be affordable (as I'm currently unemployed)... affordable for me right now is 15$ or less! :(

Is a burning sensation normal when applying moisturizer?
Are bumps an allergic reaction?
What kind of moisturizer do you recommend?

I used to have really rough dry skin but i found this really nice face wash. It is called cetaphil and its great! SERIOUSLY GREAT and affordable too :) its within your budget. It is pH balanced so does not irritate the skin (TRUST ME) it does not contain chemicals that other face washes do etc etc. Its really good try typing it up on google.
Also after, applying cetaphil and washing it off, use QV cream for dry skin. It seriously makes your skin much more healthier and it doesnt dry the skin out. Its great ! All under 15 bucks.
