Motorola Saber VHF Radio?

I was going to buy 2 Motorola VHF Saber Radios, Model number: H43SAG7139_N

it's a 6-WATT with 24 Channels (Saber 1E) with the # 148.000 to 172.000 MHz Bandsplit, I was wondering if I could

1. Have it programmed for the Maritime Emergency Frequency (156.800 MHz on FM)

2 Can they work be programmed for Simplex (Radio to Radio with NO Repeater) and have Secure Voice still? Or do I need a repeater or using "Secure Mode" on the Radio? They will be used for security on a frequency such as 159.450 (Example)

I just want to make sure so that I don't buy the wrong setup (The security firm that needs them wants the 16 (?) Digit secure voice key for security Reasons)

Also when I would switch from Channel 1 or Channel 2 on the VHF Saber will that automatically match the pre-programmed frequency?
