Movie starring Gil Gerrard (of Buck Rogers fame).?

Gil Gerrard played a policeman who became deaf in the line of duty after a carbomb exploded. The bulk of the movie dealt with him adapting to the deaf world. I would like the name of the movie and year of release, also if it is available anywhere. I believe it was a made for TV movie after he played in the Buck Rogers series during the 1980s.
