Moving the color palette and toolbar together?

In MS Paint, I remember from being a kid that I could move the color palette (normally at the bottom of the program) and the toolbar (the one at the left side) together. This is MS Paint on Windows XP, I'm pretty sure I used to be able to have them both on the left side, but for some reason it only allows them to stay on their normal sides. Can anyone help?
