My 12ft aluminum needs a short shaft motor, i only have an 8hp long shaft....

...How is my boat going to run? Is there going to be a huge lack of power due to drag? Big rooster-tail? Guzzle gas? Bow-rise??

you'll notice it all right. bow rise depends on how you trim it. Look on the bracket, it's called a "thrust rod" -- yeah, really -- it's what the motor pushes against, probably spring-loaded and you can adjust it closer or further away from the boat. Experiment to find your optimal setting.

you could build the transom up some, to get more of the motor out of the water.
 
It will run fine. It may raise the bow some. Just remember that the motor will hang down more from the bottom of the boat.
