you could have a fuse that is blown the moistness could be leaking somwere in a crevas that is causing your fuses too short somwhere in your jeep

1 bad battery or battery connections...starter requires 12.6 volts lites/radio about 10...test it/voltmeter battery cables have 2 ends.
2 starter...when running go to any autoparts store for free test of battery/starter/alternator.

as you say you have had a new battery and starter motor you can rule them out

Most likley cause is bad earth connection somewhere. Current to starter is running to ground somewhere
