My 1998 ford crown victoria headlights shutting off....?

i have a 98 crown vic. ex police car.. i will be driving down the road and my head lights, tail lights, and hole instroment pannel will shut down and start to flicker on and off... I do not need to be comming head on with another car and have my lights be doing that my luck it would be a cop and the car is already a cop magnet...can anyone answer this??

If it was my car, I would be checking that when they removed the lights and siren, they didn't just cut wires and leave some with bare ends which could be shorting and causing the flickering.
 
I would start by changing the headlight switch. Then I would do a close examination of all the wiring in the car. As someone else stated, wires could have been damaged when the police equipment was removed.
