My almost 2 y/o border collie won't stop whining/barking?

I have a border who won't stop whining and he'll be 2 in April. My dog only whines when he is in his kennel and the cats are out where he can see them. I think he's just jealous and feeling left out when I put him in his crate. How can do I get him to stop it?

Also, whenever a friend comes to the house and I leave with them, he starts to bark. Doesn't happen when I leave alone, or my mom and I both leave, just with friends. THIS is a big problem because my mom goes to bed early and I tend to leave with friends around that time. How do I stop this? My mom has told me he barks non-stop for up to 1.5 when I leave with someone. I even tried letting him hang out with my friends and I before I leave but that didn't work.

What I've already tried and (obviously) hasn't worked...
-ignoring his whining/barking (4 months & when that didn't work I tried...)
-poking him (which I've continued in the last 6)
-lowering my voice
-staring him down
-basically asserting myself when I give a command
Allanas: I've tried meeting them in the street and he still knows. He's smart.
 
Give the dog a chew toy. Make sure it has enough exercise. BCs are bred to chase sheep up and down hills all day long. Being locked up is not a good thing for a BC. Mine almost never makes a noise except when the Jack Russell goes berserk. Don't intimidate the dog. It loves you. It is having separation anxiety and other issues. If you were very nervous, would it be helpful to cage you and poke you? Maybe "stare you down"? Do more fun training with your dog. Don't bully it.

anyways...

i have a border collie mix and they can be pretty needy. my dog is 9 and he still gets sad when i leave the house.


the reason he might be upset when you leave with friends is because he feels left out and border collies tend to LOVE new people so he just wants to go play with you and your friend.
putting a blanket over the kennel might help if he can't see what's happening. also, even though i don't really like it, i sometimes use a spray bottle or a water bottle full of pebbles. if he starts to whine and bark, just spray him with a bit of water or shake the bottle of rocks at him (they don't like the sound) and he'll probably quiet down.
this isn't a sure fire way to shut him up and it will take a bit of training, but if you keep this up, i'd say in 2 weeks to a month you'll probably just have to hold the bottle and he'll stop.
