My Bathroom Fan has no suction, but outside vent is blowing air nicely?

I put a piece of toilet paper up to the fan and it wont suck it up hell even on one side its blowing down a little bit. But when i have it on and put my hand over the vent outside its blowing air out really nice. Any ideas why this would be happening?
