My bike tops out at 65 mph! HELP PLEASE!!?

Alright so I have a 1995 Kawasaki ZX6R. In 1, 2 it runs perfect. 3 4 5 it sucks!!! The bike stops at 65 mph and doesnt go past 6000 RPM's. In first and second I can go up to 90 MPH or faster but when I hit 3 or 4 it slows all the way to to 60 -65 MPH. I am not able to take it on the freeway because it not fast enough. I have no idea what the problem is! Carb problems or Air, clutch, IDK!!! So if anybody has had this problem or knows how to fix it please let me know THANK YOU VERY MUICH!!!!!!!!!
