My boyfriend is 18 & has no money for college, his parents aren't helping him,

what are his options? My boyfriend has a month to find a job & then he's getting kicked out of his house (he's getting kicked out even if he does find a job). Buttt, he graduated high school last year & he's planning on going to community college in December. But how is he going to pay for it, he has literally not a penny to his name. If he finds a job, all of that money will go to a car & apartment. His parents won't give him a cent & they won't sign for anything, so he can't get loans (I don't think). I think he's too late for scholarships/fafsa, plus he didn't do well in school anyway. He has no credit card & no credit, if that matters. But, I know that since he's 18 & once he gets a job & only makes like, $9/hour, that there's a way for him to get help for college, because I know the state wants him to go. We live in Virginia, any help/ideas !?
