My child's father is a deadbeat, and is refusing to see her to spite me....

...What should I do? I filed for child support in 2005 and for the past 3, almost 4 years hadn't seen a penny. I've spent the past 8 or 9 months b****ing at the lackadaisical state workers to collect payments, meanwhile we still hadn't seen a judge. He also left the country to work, and comes and goes as often as he pleases.

He finally discovered less than a year ago that there was an order in place and pretty much told me that by doing so I had "f***ed up" with him. His drivers license has been suspended (big woop right) and I have since pushed for suspension of his passport.
He at one point accused me of keeping her away--which I never did--and he has had female family members issue verbal attacks. I did let her visit with his family, despite his absence, but thet have recently gotten caught uo in his fury and bitterness over the child support. At the end of 08' state workers finally pinned him overseas for child support and both he and his family have ceased contact. I know that he'll be back in the states soon and I want to set up visitation through the courts out of fairness for my daughter.

How do I do so? I can't seem to find anything on the web about non custodial parents refusing to see their children. Thanks in advance.
