absolutely not esp if dcf is involved. you need a phone! those people will ruin your life

yeah but my social worker is my legial gardian. but my sisters asking my layers about it. they dont think she has the irght to do that but their going to check
Yeh but their threating her. because when she gets everything together like tight now shes back home with her foster partents her and her feince broke up and when she gets her own place she wants to foster me nad their saying not turning it off is showing shhes irrisponable and that they wont let me live with her .

The social worker can't force you or your sister to eliminate your cell phone. It's not in their jurisdiction.
If the phone is in your sister's name, then she is responsible for the payments on that phone, and it is up to her if she wants to cancel the phone or not. If you want to keep the phone, you would have to transfer it to your name and pay for it yourself.
