My dog barks and afterwards whines?

When there are people outside my dog barks(like a regular dog would) but right after she barks she whines. I'm not quite sure if there is something wrong or if it is her just being super vocal. By the way when she is barking and whining her tail is up so im sure she is being territoral just the whining is throwing me off since it is right after the barking. She is a german shepherd and I know that the breed is a very vocal one and I just wanted to know if this is her just being super vocal. Its like she is conflicted? does she want to play or doesnt know what to do with herself? Anyone that might know what all this means I would appreciate it very much.
 
She is just being vocal. Whining sounds are just another means of communication. She is doing her job by sending a warning to intruders (mailmen) to stay away. And anyone who uses a shock collar to keep there dog from "making a peep" is cruel. It is denying the dog it's natural instincts.
 
Get a shock collar. My dog has one and she never makes a peep. =D
 
it's normal, she's just excited because their is someone/something different outside.
