My dogs in heat?? She's really Quiet and sad?

My puppy's in her second heat (She's 11 months) and she's become all sad and not hyper at all, do dog's do this when there in heat?
We were going to get her desexed/spayed/neutered but we can't while she's in heat.
She's not really playful and just want's to sleep which normally she's the opposite!!
 
At 11 months it's very rare to have a second heat. Maybe something else is wrong. Take her to a vet and have her checked.
