My Dog's Leg is Leaking Fluid What Could It Be & What Could Be Causing It.?

I have a 10 year old Rot/Dobi mix. He has had both knee's worked on from injury's. His leg has been swolen for the past year and it has been leaking a clear fluid. My local vet said that it is nothing to worry about. What could the fluid be and what is causing it to just leak thru the skin. There are no leasions just fluid comming out of the pours.
