My DVD ROM is not showing in control panel?

TSST Corporation DVD +-RW TS-H653F ATA Device. My computer does not see it and Device Manager is showing the following message: Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19) PLEASE, WHAT SHALL I DO????
