My friend would like to sell his council flat, how would he go about it.?

My friend would like to sell his council flat and/or transfer to a new location. Would he have to go through the whole process of selling his flat then buying a new one, or would he be able to do a straight swap to a flat/house in the location of his choice. He is presently in a three bedroom and is willing to downsize.
 
SELL a council flat?? How can you sell something that belongs to the council?
