My horn doesnt work on my '99 chrysler sebring convertible jxi?

My horn doesn't work but i can hear it click when i push the steering wheel. Iv tried replacing the fuse an the relay and that didn't work, anybody know whats causing this?

The clicking is the relay working. Grab a multimeter and measure the resistance over the horn itself, it it doesn't read a value the horn is broken. If it does read a value that doesn't necessarily mean that the horn isn't broken but makes it less likely. Could be a broken wire anywhere in the horn system as well
