I would check the fuses first, look in the owner's manual for the location of the fuse block. But even replacing the fuse may not fix the problem, don't be surprised if the fuse blows immediately after putting a new one in. Take the car to a mechanic that specializes in electrical issues, check the yellow pages in your area. Most shops get $90 per hour labor, maybe more as it's a new year. It may depend on what they want to hose you for. Especially if you don't need any hard parts, but I would argue anymore than 4 hrs spent on troubleshooting. Sounds like it's just the horn relay, but I'm not looking at the car. Good Luck!!
first thing would be to check the fuse. Second would be to test for current going to the horn while you are pressing it. If there is current going to the horn then you need to replace it. If no current going to the horn it would most likely be the contacts in your steering wheel. Prices will all depend on what the problem really is.
