my internet does not work when my roommate is downloading through bit torrent...?

it goes from snail-slow, to not at all. this happens when bit torrent is open on his computer, downloading or not. i tried to limit the max download and upload rates to as little as 10 kb/s but it doesn't fix the problem. also, my roommates internet works fine when i am using bit torrent, and i have never had any connection problems when others are downloading. given all that, i can narrow the problem down to something with his computer that's eating up all the internet. any ideas?
