My internet Exploring is continually "not responding"...what can I do?

I have Windows Vista and I've already used the Microsoft "cleaner"from the website.
 
OMG...mine was doing this all day..My Internet Ex. wouldn't even open. I defrag. some crap..And cleaned up some stuff..Finally got it going..after hours! Uh. I really didn't know what I was doing. Trying to do anything to get it to work.
