My internet goes up and down often, everyday for the past few weeks, is it my router?

It goes up and down for maybe 30 secs
I have road runner
ask if you need any more information
I use symantec, the paid for kind :). The other computers don't have these problems so a virus could be a possibility, i'll do multiple scans.
