My internet speed is about 325 kbps but why slow download?

My internet connection is about 325 kbps (broadband) but when I download something, it never goes more than 50 kbps! It's always within 30 or 40 kbps! Why is this? What can i do about it? Is this normal? Is there a way to improve my download speed?

Depends- when is it exactly slow? is it while surfing the internet, or when running progrmas? either way, you can make it go faster.
