My iPhone won't let me put my passcode back on why?

I use to have a passcode on so no1 would steal it and I took it off for a sec and not it won't let me keep a password to lock it. Before this happened I let my sister use the Internet then it froze. After it unfroze that happened, maybe before that. Can some one please help me??:( I know what my passcode is it just won't let me keep it or lock it up.
