My neighbors below me smoke weed all the time and has a medical card?

So the lady that moved in below me smokes week all the time and has a medical card. Personally i wouldn't care but the smell is really strong and entering my apartment by my toddlers room. I have tried talking to them nicely, called the police so theres a report record (which they didn't know what they could even do), called the landlord. i have been trying to find out what i can do and searching the washington laws about it but cant find anything about where they can smoke and if its endangering my child's wellbeing. Its a touchy situation with the landlord cause she has a medical reason. But the apartment is a smoke free living place and there are many ways to take MJ medically(vapo, tea, candy, liquid form ect) so if anyone can help me figure out the best way to deal with it besides moving
