my new computer doesent seem to detect my moniter?

i got a new computer that doesn't have an operating system, i bought a vista disk, put in in the cd drive nothing on the screen, i reset it with the disk in still nothing. i turn the screen on the light just goes green then orange
im useing a vga to dvi to connect my vga moniter

what could be the problem? i put it in the left slot should it go in the right?

the graphics cars is 9800gtx+
my moniter works fine on my old computer, when i turn on my new computer with the vista disk it makes a beep sound
 
If your computer has onboard video as well as the graphix card, try hooking it up to the onboard first.

Ensure that the monitor works by connecting it to another computer. Or, ensure that the computer works by connecting it to another monitor.

Are you hearing the POST (a beeping sound when you first turn on the computer?) If not, then although your computer appears to be powering up it's not and somthing is hooked up wrong inside.
