My Pommeranian cross chiuahua was attacked by a staff?

The staff was in a secured dog area and my dog was outside playing the staff seeing my dog got exited and tried to jump the fence on seeing this we scooped up our dog and just then the staff jumped the high fence and started jumping on us trying to get to my dog we shielded it as best we could but the staff got a gold of my dogs ear and my dog was screaming finally the dog owner ( a young boy, as most staff owners are) came over and tried to unclench its jaws which went on for a few minutes. We were screaming help as the park was somewhat packed. Some other young boys came over and started kicking the staff which thank god made the staff let go but then the staff came at us again and tried to get our dog but the boys made a barrier around us which saved it from happening again. We rushed to the vet where our dog had to have an operation which costs £320 which is fine moneys not the issue. I just feel so angry that these dogs are allowed to not where muzzles which would have prevented this form happening. I am going to petition and campaign that staffs should wear muzzles, but what do I do about this staff that lives two doors away. My dog lost half its ear and she is not the first little dog in that park to be attacked by a staff/pitbull. What should I do?
 
umm excuse me, but you really shouldn't blame the dog breed. blame the owners.
