My samsung sl202 camera turns on and freezes?

When it turns on the screen is black, the lens are out, and the blue light indicting that is on. When ever I try to turn it off it doesn't and it just stays frozen. I also took out the battery put it back on and pushed the lens in, when ever I would do that the lens would stay inside, the camera dings and than turns off. What can I do?
